twin Batteries Charger needed

I've got twin Supercharge Allrounder Calcium cell batteries in the boat and one of them always seems to be lower in charge than the other (bought together) reading information on batteries says that this one can also mess up the other battery and discharge it too.

Q1: Is there a certain type of charger that I need to get to charge 100% my old car one wont give it enough whumff to get it to full charge

Q2: Ctec type ones, are they permenatly fitted to the boat and you just put the extension cord onto them to charge?
