Not sure where, but for tilapia you can use live garden worms or peeled shrimp/redclaw. They seem to work the best but the tilapia will take other baits.

To Cull them, Cause they are fun to catch?

There are plenty of people that target them for fun.

Up the back of the dam near Villenueve you can see them sunning on top of the weed edges. When you cast a float, throw it past the fish and slowly jiggle it back with a worm or bread dough suspended about 20cm under it.

I use the smallest suicide hooks I can find. And let the fish play with the worm long enough to be sure he is eating it. they don't strip a hook of bait as quick as most other species. Just wait and when you think its eating it, bring the rod tip up slowly and load the rod for hookup. No need to strike. Also once they have eaten a bait they often just sit there not knowing you are about to set the hook.

And don't go any heavier than 6lb leader

I was under the impression you cannot use redclaw as bait due to it being a pest, once out of the water you cannot reintroduce it. Have I been misled?

you are allowed to use peeled redclaw. you can not use live redclaw or parts that have eggs and babies.
