Brain Storming Shell Molds

So there are lots of clever people in here and I hope you can help.

I would like to get some molds for putting oyster shells in them to make oyster reefs.

The perfect thing would be 1m x 1m by about 400mm high. It needs to be water proof and needs to be able to have holes drilled into it and needs to be strong enough to pick up with a crane.

I was hoping to take the sides off an IBC so we got 2 trays off each one?

They would look a bit like a kids paddling pool but they are expensive and I'm worried that the plastic would be too thin. 

I was wondering if anyone knew where or how I could get a stack of cheap fish ponds or kids pools? I know they are available from bunnings but I wonder if they are strong enough so that we could pick them up with all that shell in them? Also are they Uv stable?

Something like this but perhaps a bit bigger. The sides of these are a bit low.

well we probably only need about 20 or so for now but eventually about 5000
