Laptop Problem

Setting up a pretty old Toshiba laptop for personal use and and having a bit of a problem. For some reason, the batteries will only charge when it is turned off. Like right now, as I'm typing, the power cord is in, but the battery charge light is not on, and the battery level is going down

When it's off, the light comes on, and when I turn it back on, the battery has been charged.

Anybody know the reason for this? I've tried 2 power packs. One doesn't charge it at all, the other is doing as above.

Yeh, just tried that, and it switched on, but just as it would normally be loading the computer stuff (ie just before the desktop appears), it switched off. So it appears that the power pack cannot sustain a high enough voltage for the laptop to complety run off it.

Will be trying out a new power pack tomorrow. Thanks for the help:)
