Tackle Rig Help For A Newbie

I'm moved from the states and I noticed a couple rigs that are popular here I never seen before. The pulley rig and the rotton bottom rig. Eventhough you get farther cast do you get less bites from bottom feeders since your bait is often suspended? 

I mainly target large flathead and jewies in rocky estuaries using powerpro and 1/4 of the big fish gets stuck in rocks. Will the rotton bottom rig help in my case? I imagine it will cause a lot more hassle and lost sinkers since the wight is hanging so low below the fighting fish. Do you still lose fish in rocks with this rig?
