If you find a yaby bank there will be fish on it. Ones simple way to fish is pump some yabies and throw unweighted or very small sinker yaby into the shallows. let it drift around. sometimes pulling in then pausing is good. this is all a good low tide option.

If you have a boat or kayak try drifting over the banks at high tide.

Sorry i realised you were wanting info on tackle. 

Light rods are the go there. there's not much that is gonna do you. 1000 - 2000 size reels with 4 - 8 lb line. 6-7 foot rod. 

Keep it light and lean and its nicer to use. You dont need to spend much money on gear for this sort of fishing.

There are lots of other ways to fish this is just one I like.
