Ken its a Mitchell/Garcia 499 produced in the 70's. It was a hugh hit in Europe although the yanks didnt like them. There were about 35K made compared with 170k of the 498's. Its in good condition given its age. It has a bit of paint missing though, but mechanically its very sound. The line roller still spins freely, the drag is fine although untested on the water for years. Nothing has seezed up.

Just saw a similar unit on Ebay for $150 bucks, they must be collectable eh?
