Measuring fish

So if say you catch a bass or forktailed cattie where do you take the measurement from, the tip or the start of the fork? The fisheries dept does not stipulate this, so one is led to believe to the tip.As an example we measure our height head to toe not head to groin.

But on many websites, and many people reckon it is to fork so.....

where do we stand with this?

Finfish are measured to the tip of the tail.
