Cast netting for tilapia

well since the cold is starting to come in and traditionally tilapia tend to go dormant in the colder months

would castnetting for tilapia be worthwhile

now i know that castnetting inm freshwaters is illegal

but what if a licensing system was in place and that all other caught fish must be released or face a way bigger fine than normal

or have a special day run by clubs etc where the use of nets are allowed that day and other fish are released into the water

that way we line the bureacrats pockets

clean up their dirty pest ridden waterways

get a monster feed

and help the native fish stocks

what do you guys think
