Definitely not a Harlequin. And 90% confident it's a painted sweetlip:). The spots on a harlequin are evenly distributed where as the painted has quite distinct lines of spots derived from the early juvenile stages. While this is not exactly conclusive taxonomically refined evidence, it'll do for me :).

This is the best evidence I can find to support my thoughts.
