just starting out and was wondering the best time to go fishing for bass and the like and what type of lures / bait to use ?

Welcome to AFO. Mate anytime of the day seems to be the go for bass. Sunrise and sunset if you want them on top water.

bait and lures??... live shrimp is a gun bait. Lures - anything you use to target bream + deep divers and internal rattles. Check out the damiki napjarus, they've been doing very well.
