That makes as much sense as wanting to make a law that permits a person to hunt down and kill a car-salesperson whenever there is a road fatality.

Now that last suggestion has merit! Line up all dodgy used car salesmen and shoot em!

As for the great whites, its only rich buggers who could ever afford to fish for them , unlikely it would make a difference either way. Most dead sharks come from legal netting (at least on the east coast), here there is a max size limit on all sharks, those your allowed to catch are not really big enough to cause a great problem to humans.
