resolved Report Topic

I hope that this would be the least used feature on the site but I think that it would be handy to have a \" report topic\" box in the layout of a topic so that in the rare case that an inappropiate topic was logged it would be possible to report it to the webby. I actually could see a use for it if a topic was placed in the wrong section.
