Yea mate the impeller runs off the drive shaft, so more revs equals faster spinning giving stronger flow. A worn impeller will give a weaker flow though.

Water should never dribble out, but be a defined stream when at idle and be the same stream with some pressure when at wot.

The outlet can get blocked too causing a dribble so check it and adjoining pipe.

Its a fairly quick reticulation of the water and therefore I would say that the water should not get much heat at all in it.

I have just had the impeller replaced on my Merc 40hp and after a few minutes of idle flushing out, the water on has the chill taken off it. The water coming out of the centre of the prop (exhaust area) is a little warmer though.
