SIP or no SIP

Can someone resolve an argument.

If you have access to NPD, do you still need to purchase a SIP?

I thought, yes, Mate says no.

If your fishing, yes you do still need an SIP.

If your only reclawing or just having a tourist paddle/boat trip, no you dont.

Definitely if you're fishing or intend to fish.

I assume your mate has a permit so he should have a good read of the Boating access rules he got when he picked his key.
