Database connection Error

Of late i have ben getting an error message:

Database connection Error (2) : Unable to connect to MySQL.

This is happening on both my mobile phone work and home computers.

Using XP at home and IE 8

Using 7 at work and IE 8

If i hit refresh it works most times.
