Emoticons and adding jpeg pics still not working for me

Hey webby, started noticing this problem about 2 weeks ago.. i couldnt add the emoticons in any of the replies and also have noticed that i also cant "add file" to replies. I also tried to do up a report last week and add photos. Still wouldnt allow me to so didnt bother.

When i click on "add file", the browser box pops up where you can go into a folder to select the pic. When i select the pic that i want to add, and 'open' it, everything just goes blank and i cant attach the pic i have chosen.

Just me?
